FOIA Request to California State University, Fullerton Regarding Chinese National Students on June 3, 2025.

As part of our commitment to providing comprehensive and accurate news coverage on local governmental affairs, we at North OC Times have submitted a Freedom of Information Act (FOIA) request to California State University, Fullerton. The request seeks detailed information concerning Chinese National students currently enrolled at the university.

The request specifically asks for documents or lists that identify all current students who are Chinese Nationals and their respective departments of study. In cases where student names are protected by privacy laws, we have requested aggregated data showing the total number of such students broken down by department.

Additionally, we seek information about scholarships awarded to these students. This includes the amount of each scholarship and the identity of the grantors. We are particularly interested in any scholarships affiliated with the Chinese Scholarship Council.

Furthermore, our request extends to policies or procedures that describe how the university monitors its students—including Chinese Nationals—to safeguard intellectual property and other confidential information.

This inquiry is made on behalf of North OC Times and The Coalition Opposing Governmental Secrecy. As members of the media, we emphasize that access to public records is vital for holding public institutions accountable and ensuring transparency. We believe this qualifies us for a fee waiver as media professionals.

Our efforts are supported by The Coalition Opposing Governmental Secrecy, a non-profit organization dedicated to investigating governmental agencies through Freedom of Information and Sunshine Laws. More information about their mission can be found at [stopsecrecy.org](https://stopsecrecy.org/about/).

We look forward to receiving the requested information and continuing our work in informing the public about important governmental affairs.
