U.S. Representatives Young Kim, Brittany Pettersen, Harriet Hageman, and Nikema Williams, along with Senators John Boozman and Chris Van Hollen, have introduced the Veterans Affairs Loan Informed Disclosure Act of 2025 (VALID Act). This bipartisan legislation aims to improve the homebuying process for veterans by ensuring that VA loan options are clearly presented alongside conventional and FHA loans when applying for an FHA mortgage.

VA loans, which can offer significant savings over the life of a loan, are currently underutilized. Only 10% to 15% of eligible veterans take advantage of this benefit, with some states seeing usage as low as 6%. The VALID Act seeks to address this issue by updating Federal Housing Administration (FHA) mortgage disclosures to include VA Home Loans. Additionally, it ensures lenders receive pertinent information about applicants’ military service early in the homebuying process.

“Veterans put their lives on the line to protect our freedoms and, at the very least, deserve to know the benefits available to them. Anything less is unacceptable,” said Rep. Kim. “The VALID Act fully discloses the VA loan options available for veterans to use when buying a home.”

Rep. Pettersen emphasized the importance of veterans having access to all funding resources available: “No veteran should miss out on a benefit they’ve earned simply because they didn’t know it was an option.”

Rep. Hageman stated that guaranteeing care and benefits for veterans is essential: “The VALID Act provides for this assurance by ensuring our veterans are informed of the advantageous home loan programs available.”

“Our veterans have earned every benefit available to them — including the opportunity for affordable homeownership,” said Rep. Williams.

Senator Boozman highlighted the need for better identification of assistance: “Since we know VA home loans are underutilized, there is a clear need to better identify this assistance earlier in the process.”

Senator Van Hollen noted that while full repayment of debt owed to veterans is impossible, support upon their return is crucial: “This bipartisan legislation will help change that.”

The Veterans Association of Real Estate Professionals (VAREP) endorsed the bill stating it will correct an injustice regarding non-disclosure of viable mortgage loan options.

Research indicates that 1 in 10 veterans have experienced homelessness after returning from service amidst rising housing costs. Programs like VA Home Loans provide paths toward financial security through homeownership.

The VALID Act has received endorsements from VAREP, Broker Action Coalition, and National Association of REALTORS.
