A bill introduced in the U.S. House by Rep. Young Kim seeks to bolster the United States’ economic responses aimed at deterring hostile activity from the PRC toward Taiwan, according to the U.S. Congress.

H.R.8693 was brought forward on May 7, 2026, during the regular session of the 119th Congress. The following summary, based on the bill text, includes interpretations to clarify its main points.

The “Deter PRC Aggression Against Taiwan Act,” established by this bill, focuses on the development of economic tools to prevent the People’s Republic of China (PRC) from undertaking aggressive measures directed at Taiwan. The measure states that the U.S. should stand ready to quickly enact sanctions against PRC organizations that participate in hostile actions against Taiwan—such as those that undermine its government or breach Taiwan’s territorial boundaries. Within 180 days of becoming law, the bill requires the formation of a PRC Sanctions Task Force to identify sanctions targets and provide recommendations for using current and future sanctions programs. Furthermore, the bill calls for annual updates on the progress and coordination with U.S. allies in sanctioning the PRC, while maintaining adherence to the One China policy. The legislation reiterates that Taiwan’s future should be determined through a peaceful process and free of force or intimidation.

The measure is sponsored by Rep. Young Kim (Republican-CA-40th District) and co-sponsored by Rep. Johnny Olszewski (Democrat-CA-2nd District).

Since this session began, Rep. Kim has introduced 36 other bills.

A similar measure, S.2960, was submitted to the Senate on Oct. 1, 2025. Congressional records note that it is related to H.R.8693.

Bills in Congress may be introduced in either the House of Representatives or the Senate, except for those involving revenue, which originate in the House. After introduction, bills are referred to committees for analysis, possible amendments, and debate, and must pass both chambers before being sent to the president. If both houses approve the same version, the president may sign the bill into law or issue a veto. Each congressional term lasts two years and is split into two annual sessions, with legislative histories and official bill texts published by Congress.gov.

Young Kim serves as a representative from California, elected as a Republican to the 117th and two subsequent Congresses, beginning Jan. 3, 2021. Previously, Kim served in the California State Assembly from 2014 to 2016 and was a staff member for U.S. Rep. Ed Royce from 1993 to 2013.

He earned a Bachelor of Business Administration from the University of Southern California, Los Angeles, in 1985. Kim’s background also includes careers as a business owner and financial analyst.
