Representative Young Kim of California’s 40th district voted in favor of a three-bill minibus appropriations package and a standalone Homeland Security appropriations bill for fiscal year 2026. The legislation aims to fund the federal government, support national defense, improve public health and workforce development, modernize transportation infrastructure, and enhance border security.
The passage of these bills is intended to provide stability for service members, first responders, small businesses, and families by ensuring predictable government operations.
“This final set of funding bills we passed today strengthens our national security, invests in a healthier and more skilled workforce, modernizes critical infrastructure, and improves public safety,” said Rep. Kim. “By passing these last set of minibus appropriation bills, Congress is finally getting back to the regular order of business and can move away from wasteful stopgap measures. That’s how our government is supposed to work—delivering the certainty, stability, and fiscal accountability that Americans count on.”
The appropriations package includes $839.2 billion for military capabilities and national security efforts. This funding will also support preparations for major international events such as the World Cup and Olympics and provide assistance to allies like Taiwan and Israel.
To address health care needs and workforce training, funds will be redirected from federal bureaucracy toward medical research, rural healthcare services, and programs aimed at improving job skills among American workers.
Border security measures are included with $64 billion allocated to protect against threats from terrorists, criminals, and foreign adversaries.
A $102.9 billion investment is planned for transportation infrastructure upgrades across the country. This aims to improve safety standards while reducing unnecessary spending.
Community Project Funding priorities requested by Rep. Kim for California’s 40th District are part of the final package. These projects include road improvements on I-5 (I-405 to SR-55), State Route 91 Eastbound Corridor Operations Project, Savi Ranch Parkway Road Improvement Project, State Route 55 Improvement Project; renovations at Mission Viejo Fire Station #9; improvements at Fire Station 3; expansion at Santiago Canyon College Career Training Infrastructure; accessibility enhancements along Oso Creek Trail; and fire risk reduction efforts in Chino Hills.
Young Kim has represented California’s 40th district in Congress since 2021 after succeeding Gil Cisneros. She previously served in the California State Assembly from 2014 to 2016. Born in Incheon, South Korea in 1962, she currently resides in La Habra. Kim earned her BBA from the University of Southern California in 1985.
