Anaheim City Council moves forward with law updates impacting public space use

Anaheim is moving forward with updates to city laws aimed at addressing obstructions in public spaces, illegal bike sales, and smoking restrictions. These efforts are part of a broader initiative to restore the city's public areas.

The Anaheim City Council unanimously voted in favor of these changes on Tuesday. A second vote is scheduled for October 29, and if approved again, the new regulations will be implemented on November 28.

These legal modifications will affect all residents of Anaheim, including those experiencing homelessness. The city has been actively engaged in helping individuals transition out of homelessness through social services, emergency shelters, and supportive housing.

The proposed changes aim to combat issues such as drug use and loss of access to public spaces in parks and along railways. One set of revisions targets abandoned property and obstructions on sidewalks and other public areas. It includes prohibitions against using bus benches or park tables for extended sleeping.

Another aspect addresses bike thefts and illegal sales in "chop shops" within city parks. The new provisions would ban assembling or disassembling multiple bikes, possessing incomplete bikes or parts for sale.

Additionally, the municipal code update extends the smoking ban to include parks, restrooms, bus benches, schools, and daycare centers. This includes a prohibition on smoking cannabis or other drugs in these areas.

Enforcement will involve discretion by Anaheim Police and Code Enforcement officers with an emphasis on voluntary compliance. Alternatives such as shelter and health services will be offered instead of strict enforcement for violations.

The goal is to mitigate extreme impacts on public spaces while encouraging street dwellers resistant to assistance to accept help. Even when violations reach court proceedings, support through the Access program remains available as an alternative to sentencing.

Anaheim's recent efforts have included increased outreach and enforcement activities focused on restoring public spaces since September. This includes clearing La Palma Park of illegal activities and installing monitored cameras with loudspeakers at various parks for deterrence purposes.

Weekly encampment clearings along railway lines are conducted with Union Pacific Railroad's collaboration. High-visibility cameras have also been installed at Nutwood Street near Euclid Street for safety monitoring.

Homelessness remains a primary concern among residents regarding park accessibility. Anaheim aims to ensure that public spaces remain open for their intended uses while providing necessary support services.
